Does WordPress have a built-in form builder?

The answer depends on whether the site runs on WordPress.com or self-hosted WordPress.org software. WordPress.com provides managed form features. A self-hosted WordPress.org installation normally adds forms through Jetpack or another plugin.
What WordPress.com includes
Current WordPress.com documentation describes a dedicated form editor and Form block, premade layouts, field controls, design settings, confirmation or redirect behavior, response notifications, a response dashboard, spam management and export options.
WordPress.com also documents multistep forms for Business and Commerce plans. That is a plan-specific capability, not a reason to assume every WordPress site has multistep forms by default.
What self-hosted WordPress needs
The WordPress.com Form block documentation explicitly tells WordPress.org users who do not see the block to install the free Jetpack plugin. Other plugins can replace Jetpack, but each brings its own pricing, storage, update, security and integration model.
A native plugin can keep the workflow inside the site stack, but the site owner also owns plugin updates, compatibility, mail delivery and security maintenance.
