A free plan is useful only when its limits match the intended workflow. Tally is the most generous general-purpose option in this August 2026 check, while Fillout is stronger for database-connected forms and Google Forms remains the simplest no-cost question list.

How to read free-plan limits
Start with the unit each vendor limits. A response is not always the same as a contact, submission, visible response, stored record or monthly visit. A product can describe forms as unlimited while separately limiting uploads, storage, logic, collaborators or integrations.
VolumeResponses, contacts, views and stored submissions can be counted differently.
CapabilityLogic, calculations, payments or custom emails may sit behind a paid tier.
PresentationBrand removal, domains and design controls can be paid features.

The upgrade triggers that matter
The most important number is not the largest allowance in the pricing table. It is the first limit your real workflow will hit. Model a normal month, a peak month and the month after growth. Then include the exact feature needed to publish, route and maintain the form.
Build the hardest branch, complete it with realistic data, export the result and test the intended notification or connection. If one required step is unavailable, price the first paid plan that unlocks the complete workflow.
Choose a free plan by job
- Choose Tally when generous submission allowances and a fast document-style editor matter most.
- Choose Fillout when the form must read from or write to an existing database.
- Choose Google Forms when a simple question list and Google Sheets output are sufficient.
- Choose Cognito Forms when a small-volume form needs practical calculations or payment-oriented fields.
